Trump Administration Issues More Executive Orders and Announces NIH F&A Cap
Since January 20, President Donald J. Trump has signed numerous executive orders (EOs) affecting education, research, and healthcare. Notable orders include
Ending Radical Indoctrination in K-12 Schooling,
Withdrawing the United States From the World Health Organization, and
Keeping Men out of Women’s Sports. These EOs and others have implications for higher education, the health workforce, and the research community. On February 7, a
notice was published by the National Institutes of Health (NIH) announcing a change in the Facilities and Administration (F&A) rate for all ongoing and new NIH research awards to 15%, effective on February 10, 2025. This would replace the current negotiated rate. The link to the NIH notice can be found
here. Since the announcement, three lawsuits have been filed, and judges have granted Temporary Restraining Orders.
